The numbers came from Princeton University's Eviction Lab, one of the most credible housing research institutions in the country. And they are not abstract. They are neighborhoods. They are families. They are people who went to work, paid what they could, fell behind by days — and found themselves in a legal system designed to move faster than they could respond.
In 2025, Atlanta's five-county metro area — Fulton, Gwinnett, Cobb, Clayton, and DeKalb — recorded more than 144,000 eviction filings. That number exceeds New York City. It exceeds the entire state of Virginia. It exceeds Pennsylvania. For a metro area of Atlanta's size, the Eviction Lab's own researchers called it "astonishing" and described Atlanta as having "the highest level of housing instability in the nation."
And inside that number, a disparity that demands its own reckoning.
The racial gap that the data makes impossible to ignore
52%
Of Atlanta metro renters
Black residents as a share of the renter population
70%
Of eviction cases
Share of filings made against Black renters in 2025
White renters represent 31% of the renter population but account for just 15% of eviction cases. The inverse of the same disparity — confirmed by Eviction Lab data.
The Eviction Lab's analysis also found that roughly half of the five-county region's 2025 eviction cases were filed on units in majority-Black neighborhoods — meaning geography and race are compounding each other. Where you live in Atlanta shapes your eviction risk as much as whether you can pay your rent.
"The amount of eviction activity that we see in Atlanta in these five counties we have data for is astonishing. That's a huge and loud alarm that we should hear."
— Juan Pablo Garnham, Eviction Lab, Princeton University
Why Atlanta got here: the three drivers behind the numbers
1
Georgia's 3-day eviction notice — the shortest in the South
Georgia law allows a landlord to file for eviction after just three business days of non-payment. There is no mandatory cure period, no required payment plan conversation, no grace built into the statute. A tenant who misses rent on the 1st can legally face an eviction filing on the 4th. For renters living paycheck to paycheck — a disproportionately common reality for Black households in Atlanta's housing market — three days is not enough time to solve a cash flow problem before it becomes a legal problem.
2
Rent increases that outpaced Black household income growth
Atlanta's rental market grew dramatically between 2020 and 2025, driven by in-migration and the city's expanding tech, healthcare, and entertainment economies. That growth lifted rents in neighborhoods that had historically been affordable — many of them majority-Black — faster than the incomes of the households already living there. When rent rises faster than income, the math eventually breaks. Eviction is what that math looks like when it breaks.
3
The COVID-19 moratorium ended — and the backlog landed all at once
Atlanta's eviction crisis accelerated sharply in 2023, after the city's pandemic-era eviction moratorium was lifted. More than 155,000 cases were filed that year alone — a volume that reflected not just new non-payment situations but years of deferred filings entering the court system simultaneously. The infrastructure — legal aid, housing counseling, emergency assistance — was not designed to absorb that volume. Many renters faced the process alone.

A path forward — Perfect Tenant Innovation
An eviction doesn't have to be
the end of your housing story.
An eviction leaves marks. On your credit file. On your rental history. On your ability to qualify for the next apartment when you're ready to start over. The system that filed against you in three days takes years to recover from — unless you have the right tools working in your favor from the moment you're stable enough to use them.
Perfect Tenant Innovation was built for exactly this moment. Not for the 48-hour crisis — that's what 211 and Atlanta Legal Aid are for. PTI is for what comes after: the rebuilding. The financial repair. The creation of a rental reputation that opens doors instead of closing them.
What an eviction damages
- Your credit score — an eviction judgment can drop your score by 50–150 points and stay on your report for 7 years
- Your rental history — future landlords run background checks that surface eviction court records
- Your income stability — the stress and displacement of eviction interrupts employment and compounds financial hardship
- Your leverage — without a verified rental track record, you have nothing to show the next landlord who asks about your past
What PTI rebuilds — starting with your next on-time payment

PTI is not emergency cash and it won't undo an eviction filing. But it is the system you build on from the day you have stable housing again — so that the next landlord who looks you up sees a tenant who paid on time, maintained their unit, built their credit, and earned their way to a better financial position. That record doesn't erase the past. It builds a future that speaks louder than it.

What needs to change — and what you can do while it does
Atlanta's eviction crisis is a policy failure as much as an individual one. Georgia's 3-day notice law is among the most aggressive in the country. The state's prohibition on rent control removes one of the tools other cities have used to moderate market-rate increases. The absence of source-of-income protection means landlords can legally screen out Section 8 voucher holders, concentrating the most financially vulnerable renters in the least regulated corners of the market.
Those policy levers are real and they matter. But policy change moves slowly. The 144,000 filings in 2025 happened while advocates argued for reform. The families displaced by those filings needed tools, not timelines.
What you can do right now — regardless of where you are in your housing journey:
- If you are in active crisis: Call 211. Contact Atlanta Legal Aid the same day you receive any legal notice. Document everything in writing from the first conversation with your landlord.
- If you are currently stable but worried: Communicate with your landlord before a payment is late, not after. Start building credit and a rental track record now, before you need it.
- If you are rebuilding after an eviction: PTI exists for this stage. Every on-time payment from here forward is evidence. Every piece of financial literacy you gain is leverage. Every reward you earn toward rent is a dollar that makes the math work better next month.
The data from Eviction Lab is alarming. It is also, in its own way, a call to act — to build the financial resilience and documented rental reputation that makes you harder to displace and faster to recover when the system moves against you.
The reframe that matters
An eviction is a legal event. It is not a permanent identity. The credit bureaus keep it for 7 years. PTI starts building your counter-narrative on day one of your next stable tenancy. Seven years of consistent positive rental behavior — reported to all three bureaus, documented in a portable Stay Grade — is a story that gets louder with every passing month. Start writing it now.
Atlanta renters: the system moved fast against you. PTI helps you move faster toward what's next.
