Memphis tenants go to eviction court and lose 98% of the time.
That number β from a Legal Services Corporation analysis of Shelby County General Sessions Civil Court records β is the most concise summary of what Memphis renters face when a notice arrives. Not a system that weighs the case. Not a proceeding where the landlord's own obligations are examined. A process in which the tenant prevails in fewer than 2 out of every 100 cases filed against them.
In 2025, 27,658 eviction cases were filed in Shelby County. Memphis is a majority-Black city where 67% of renters are Black. The Princeton University Eviction Lab estimates that 81% of the renters who faced eviction between April 2024 and April 2025 were Black. That 14-percentage-point gap β 67% of renters, 81% of defendants β is the racial disparity of Memphis's eviction crisis rendered in the clearest possible numbers.
And the entity filing those cases? In more than two-thirds of the top 100 evicting properties, it isn't a local landlord. It's a company with a mailing address in New York, Florida, Pennsylvania, Utah, New Jersey, or Nevada β owning apartments in North, South, and East Memphis neighborhoods while the eviction filings flow from a thousand miles away.
"Around 81% of the renters who faced eviction in Memphis between April 1, 2024, and April 1, 2025, were Black β despite only 67% of all Memphis renters being Black."

Who owns the buildings doing the filing
MLK50's June 2026 investigation β using Eviction Lab data cross-referenced with the Shelby County Register of Deeds β revealed a pattern that Memphis housing advocates had long suspected but now had documented at scale. Of the 100 Memphis-area apartment complexes that filed the most evictions in 2025:
Tennessee
31 of 100 top evicting properties β the minority
New York
17 properties β largest out-of-state owner block
Pennsylvania
6 properties
Other states
Remaining out-of-state ownership concentration
Those 100 properties together filed nearly 10,000 eviction cases β approximately one-third of all Shelby County filings in 2025. The top evicting complexes are clustered in North, South, and East Memphis: neighborhoods including Whitehaven, Berclair, and Hickory Hill. These are the same neighborhoods where the concentration of Black renters is highest and the eviction filing rates run above the city average.
The absentee landlord model β how it works against Memphis renters
When the owner of a Memphis apartment complex has a New York or Nevada mailing address, the property management decisions β when to file, when to negotiate, when to offer a payment plan β are made by people who have never seen the neighborhood, never met the tenant, and are optimizing for asset performance from a distance. Research consistently shows that large, out-of-state corporate landlords have higher eviction filing rates than local individual landlords. Memphis's concentration of out-of-state ownership in its highest-filing neighborhoods is not coincidental. It is the mechanism.
What the research says about what eviction does to Memphis renters
Memphis is one of a small number of American cities where researchers have documented the direct relationship between eviction filing rates and health outcomes at the neighborhood level. A peer-reviewed study combining Shelby County eviction court records with public health data found what advocates had long observed clinically: eviction doesn't just take housing. It takes health.
π§
Mental health outcomes
Higher eviction filing rates in Memphis neighborhoods were significantly associated with poorer self-rated mental health β even after controlling for income, poverty, and other neighborhood characteristics. The threat of eviction alone, not just the displacement itself, produces measurable mental health damage.
π₯
Compounding health disparities
Memphis already carries disproportionate rates of breast cancer outcomes, infant mortality, pediatric asthma, and chronic disease in its Black communities. Researchers identified housing instability β and eviction specifically β as a fundamental cause of these health inequities, not a separate problem alongside them.
πΆ
Children in the data
Parents in Memphis are more likely to face eviction than non-parents β a national pattern documented by Eviction Lab that concentrates housing instability precisely where children are present. School disruption, healthcare access loss, and developmental stress follow the eviction filing into the household.
π
Market characteristics don't explain it
University of Memphis researchers found that market characteristics alone β rent levels, property values, poverty rates β are insufficient to explain the clustering of evictions in Black neighborhoods. The racial composition of the neighborhood is a predictor of eviction rates independent of economic factors.
Why Memphis's eviction rate stays this high: four structural factors
1
Tennessee's 14-day notice β and a court system where tenants win 2% of cases
Tennessee requires landlords to give 14 days' notice before filing for eviction for non-payment β longer than Georgia's 3 days or Virginia's 5 days, but the court process that follows is arguably the most tenant-unfavorable in PTI's markets. Tenants prevailed in fewer than 2% of Shelby County eviction cases analyzed by the Legal Services Corporation. Without legal representation, most tenants default. Without default protection, the judgment follows them indefinitely.
2
Out-of-state corporate ownership concentrated in majority-Black neighborhoods
Two-thirds of the top 100 evicting properties in Memphis are owned by out-of-state entities. Corporate landlords optimizing rental portfolios from New York and Nevada make eviction filing decisions as financial management rather than human relationship. The neighborhoods most affected β Whitehaven, Berclair, Hickory Hill β are majority-Black communities where the concentration of absentee corporate ownership is highest.
3
Eviction filing rates averaging 30,000+ annually for nearly a decade
Eviction filings in Shelby County averaged more than 30,000 annually between 2016 and 2019 β before the pandemic, before the moratoriums, before any of the conditions that other cities cite as explanations for their recent surges. Memphis's eviction crisis is not a pandemic-era aberration. It is a structural condition with a decade-long baseline. The COVID moratoriums temporarily suppressed it. The underlying system that produces it never changed.
4
Fastest-growing rental market with wages that haven't kept pace
Researchers have identified Memphis as the fastest-growing rental market in the United States at its peak β a designation that reflects demand outpacing affordable supply, not prosperity reaching existing residents. When a rental market grows fastest in the neighborhoods with the highest poverty rates and the lowest wage growth, the math produces eviction filings. Memphis's growth has not been shared evenly, and its eviction rates reflect that asymmetry directly.

A path forward β Perfect Tenant Innovation
Memphis deserves more than
a 2% chance in eviction court.
Perfect Tenant Innovation is based in Montgomery, Alabama β built for Southern cities where the eviction crisis is most acute and the tenant protections are most sparse. Memphis is one of our most active markets precisely because of what the data shows: a city of renters who pay on time, who maintain their homes, who are the backbone of a community β and who are losing in court 98% of the time when out-of-state landlords decide it's more efficient to file than to call.
PTI doesn't change what happens in Shelby County General Sessions Civil Court. What it does is give Memphis renters the financial tools, the documented rental track record, and the earned income that build a position of strength before the notice arrives β and the credit history and Stay Grade to recover faster when the system doesn't protect you.
What an eviction does to a Memphis renter
- A judgment drops your credit score 50β150 points and stays on your file for 7 years β in a market where out-of-state corporate landlords screen aggressively, that score closes doors
- Tennessee eviction records are accessible to background check services indefinitely β a 2025 filing follows you into 2032 and beyond
- Without legal representation, most Memphis renters don't know their rights, don't challenge defective notices, and lose by default β the record that follows them reflects a system failure, not a personal one
- University of Memphis research documented that even the threat of eviction β before a case is filed β produces measurable mental health damage at the neighborhood level. The stress of housing instability is itself a health outcome.
What PTI builds β starting with your next on-time payment
π
Credit bureau reporting β all 3
Every on-time Memphis rent payment reported to Equifax, Experian, and TransUnion. When a judgment stays 7 years, you need 7 years of counter-history running in parallel. PTI starts it from payment one.
β
Stay Grade β portable rental reputation
A verified, documented record of your tenancy behavior going forward. When the next corporate landlord runs your background, your Stay Grade is the evidence that the filing record doesn't tell the whole story of who you are as a tenant.
πΈ
Earn toward rent monthly
Brand campaigns matched to your Memphis social audience. Memphis's rich cultural brand ecosystem β food, music, lifestyle, and community β creates strong local campaign availability and authentic audience value.
π
Financial literacy built in
400+ quiz questions and 12 video lessons on budgeting, credit, saving, and insurance β earning PTI Points as you learn. The financial knowledge that out-of-state landlords assume you don't have. Prove them wrong.
π³
PTI Wallet and marketplace
Points from missions, campaigns, and on-time payments convert to real cash value β rent credits or PTI Shopping Universe. A circular economy that works for Memphis renters, built by a Southern-based platform that understands this market.
π
Property health documentation
Timestamped photo documentation of your unit's condition. In a market where corporate landlords manage properties from a thousand miles away and maintenance is deprioritized, PTI's property health records create the paper trail that protects your deposit and your habitability claim.
PTI is not emergency cash and it will not change what happens in Shelby County eviction court on a 48-hour timeline. What it is: the platform that Memphis renters build on from the moment they have stable housing β the monthly credit history, the verified rental reputation, and the earned rent reduction that make the next out-of-state landlord filing decision less necessary and the recovery faster when it happens anyway.

What would actually change this β and what you can do now
Memphis housing advocates and researchers have identified the interventions that would reduce Shelby County's eviction rate: universal access to legal representation in eviction court (which has been shown to dramatically reduce default judgments), regulation of out-of-state corporate landlord eviction practices, tenant notification of the Shelby County Eviction Settlement Program before cases reach court, and longer notice periods that give renters a realistic window to resolve payment issues.
Changing a system where tenants win 2% of cases requires political will, sustained advocacy, and time. Memphis renters do not have the luxury of waiting for that change to come before they need a stable place to live.
- If you are in active crisis: Call 211 immediately. Contact Memphis Area Legal Services the same day you receive any court notice. Ask specifically about the Shelby County Eviction Settlement Program.
- If you are stable but worried: Build your cushion and your record now. PTI's credit reporting and earnings tools start the moment your landlord is on the platform.
- If you are rebuilding after an eviction: Your counter-narrative starts with your next payment. Every month adds to the record the next landlord will see alongside the eviction filing.
- If you want to fight the system: MLK50: Justice Through Journalism, Innovate Memphis, and Memphis Area Legal Services are the organizations tracking and challenging Memphis's eviction practices β support them.
PTI is Southern-built for this crisis
Perfect Tenant Innovation was founded in Montgomery, Alabama β one state over from Memphis, in the same region, with the same understanding of what it means to be a Black renter in a city where the eviction system was not designed with you in mind. We didn't build PTI for the coasts. We built it for Shelby County. For Whitehaven. For Berclair. For every Memphis neighborhood where a New York or Nevada LLC just filed its 50th eviction of the year against a tenant who paid rent on time for three years before one bad month. Your reliability has always been there. We built the platform to finally make it count.
Memphis renters: you've been winning in the court that matters β paying on time, maintaining your home, building community. PTI makes that record visible.
